Moldova: Stock-taking of co-operation with the Council of Europe
Closer European integration is Moldova’s foreign policy priority objective. The Council of Europe maintains intensive cooperation with the country, notably in the field of legislative expert assistance to permit Moldova to ensure compliance of domestic legal norms with European standards.

Just What Is GUUAM Anyway?
The GUAM formation (GeorgiaUkraineAzerbaijanMoldova) had its origin in the 1996 round of talks implementing the Treaty on Conventional Forces in Europe. The four countries found they had a common opposition to the stationing of Russian weapons on their territory. GUAM became GUUAM when Uzbekistan joined in April 1999.

Democracy in retreat in Russia?
The biggest concern in the region for democracy advocates, however, is Russia. Despite elections and the experience of post Soviet personal freedoms by the Russian people, the fate of democracy in Russia is perhaps more ambiguous now than at any time since the collapse of the Communist system.

PROPOSED EU/MOLDOVA ACTION PLAN
The enlargement of the European Union on 1 May 2004 has brought a historical shift for the Union in political, geographic and economic terms, further reinforcing the political and economic interdependence between the EU and Moldova. Enlargement offers the opportunity for the EU and Moldova to develop an increasingly close relationship, going beyond cooperation, to involve a significant measure of economic integration and a deepening of political cooperation.
