MOLDOVA: The Rule of Law in 2004
Since its independence, Moldova has been facing a difficult transition from authoritarian rule to democracy and the rule of law. During the Soviet era, justice was administered in the interest of the ruling Communist Party, particularly in politically sensitive cases. There was virtually no separation of powers between the executive, legislature and the judiciary.
